ROCKFORD (WREX) — The Winnebago County Board’s Personnel and Policies Committee recommended the board take away Chairman Frank Haney’s power to hire and fire the human resources director.
Earlier this month, County Administrator Carla Paschal sent a list to the board of 10 reasons why Ponder should be fired. That spurred a proposal to give the power to hire and fire the human resources director to the board instead of the chairman.
If approved, it would be the fourth time the board has stripped away power from Haney.
In January, the board voted to have the county administrator report to the board, not the chairman. In April, the board voted to take away the chairman’s ability to conduct negotiations, to participate in the budget process and reporting structures. The board gave those duties to the county administrator. And finally, earlier this month, the board took away the chairman’s ability to appoint a new county administrator and gave that power to the board itself.
It’s important to note that Carla Paschal, the current county administrator, will be resigning on August 2nd.
While a majority of the committee recommends this latest change, not every board member agrees with the process.
“I’ve been supportive of Chairman Haney,” Dave Kelley, District 9 Board Member, said. “I think he’s a good guy. I’ve known him before he was on the county board. I think he’s really been trying and, to tell you the truth, I don’t understand this push to strip the Chairman of his authority.”
The Board will meet Thursday night where they could vote to strip Haney of more of his power, if they suspend rules as they have done in the past.
