WINNEBAGO COUNTY (WREX) — For the third time in 2019, the Winnebago County Board votes to strip the county chairman of his power.
The board voted 12-7 Thursday to take away Chairman Frank Haney’s ability to appoint a new county administrator.
The county administrator position opened up on June 28 when current Winnebago County Administrator Carla Paschal announced she would step down from her position effective Aug. 2.
The ordinance was set for its first reading Thursday, however the board voted to suspend the rules to vote on the ordinance, which they then voted to adopt.
This ordinance changes the county code which stated, “The county administrator shall be appointed or dismissed by the county board chairman with the advice and consent of the county board.”
On Jan 24, the board voted to have the county administrator report directly to the board, instead of directly to Chairman Frank Haney.
Then on April 11, the county board approved changes to Haney’s power that took away some of his day-to-day duties like negotiations, budget process and reporting structures and gave them to the county administrator.
Haney said he won’t seek re-election in 2020.
