Janesville man found driving vehicle in his underwear, charged with 7th OWI

ROCK COUNTY (WREX) — A Wisconsin man is set to appear in court Thursday afternoon after he was charged with his 7th OWI.

David Dutcher, 41, of Janesville, was taken into custody early Thursday morning. The Rock County Sheriff’s Office says deputies found a vehicle on the side of the road around 12:30 in the area of W STH 11 near S. Kessler Rd.

Authorities say the deputy approached the vehicle and found Dutcher inside the vehicle wearing nothing but his underwear. Officers say Dutcher was displaying erratic behavior while talking to the deputy and did not know where he was or could not explain how he got to his location.

Dutcher later admitted to smoking crack cocaine.

Officers say they attempted to perform a sobriety test, but Dutcher did not perform the test.

Authorities took Dutcher to the Rock County Jail and was charged with his 7th OWI violation.
