Judge halts construction on controversial Rockton asphalt plant

ROCKTON (WREX) — A judge has issued a stay to prevent construction of a controversial asphalt plant in Rockton.

According to county board member Jim Webster, Judge Lisa Fabiana issued a stay against Northern Illinois Service Co. on Thursday to prevent any physical construction of an asphalt plant in Black’s Quarry.

In June, the Winnebago County Board voted 10 to nine to approve the plan. The proposal for it sparked controversy among Rockton residents over the course of 2 years because many community members said they were afraid of the plant ruining the area’s charm.

However, county board members who voted for the proposal say it would bring jobs to the area.

In September, a group of community members filed the lawsuit to stop construction.

A hearing is set for 9 a.m. Nov. 12 regarding this issue.
